Applying commands to certain people

Is they anyway to apply a command to just one person or 2 etc.. or can you only use them on everyone in the server for example:
set PlayerReplicationInfo playername (name) would suposively change everyones name to what ever i enter but it would be cool if i could use it for certain players and one more thing is they anyway to like have a command run as soon as the map changes?

Do you mean admin commands? Take a look in the webadmin and your groups, you can limit what certain admins can do in there.

Nah i've already sorted that, i mean like using a command on a specific player on your server rather than using the command and the effects happening to everyone thats alive when you use it ;_;
